This schedule provides a status update on the various housing related bills, policies, codes or regulations. This schedule will be updated periodically.

Schedule on the status of Bills as of March 15th 2026.

1	Housing Bill, 2021	The Bill was not reintroduced to the 13th Parliament, thus ceasing to exist.
2	Land Control Bill, 2023	Bill pending at Committee Stage.
3	The National Construction Authority (Amendment) Bill, 2022	Bill passed by the Senate with amendments and referred back to the National Assembly.
4	The Economic and Social Rights Bill, 2022	Bill passed by the Senate with amendments and referred to the National Assembly for consideration; Message received from the Senate on 29/6/2023.
5	The Cooperatives Bill, 2024	Bill passed by the Senate with amendments and referred to the National Assembly for consideration.
6	The Real Estate Regulation Bill (Senate Bills No.35 of 2023)	Bill at Second Reading Stage, before the Senate.
7	The National Disaster Risk Management Bill, 2023	Bill Passed the third reading; forwarded to the Senate for consideration on 20/06/2024; Bill passed by the Senate on 15/04/2025 with amendments and referred back to the National Assembly for consideration; Senate amendments received via Message conveyed on 30/04/2025. Senate amendments rejected on 24/07/2025; Bill referred to a Mediation Committee pursuant to Article 112 of the Constitution.
8	The Landlord and Tenant Bill, 2021	Passed by the National Assembly on November 25th 2022, and was being considered by the Senate. It was not reintroduced post the 2022 general election and constitution of the 13th Parliament and therefore lapsed. The proposal under the Gitbook is for its reintroduction into parliament and to fast-track its enactment.
9	Valuers Bill, 2022	Underwent the First Reading stage. It was, however, not reintroduced to Parliament after the general elections and therefore lapsed.
10	The Construction Project Managers & Construction Managers Bill, 2023 (Draft Bill)	Draft Bill.
11	The Street Naming and Property Addressing System Bill (Senate Bills No. 43 of 2024)	Bill at Second Reading Stage
12	National Addressing Bill, 2025	Bill underwent first reading on 01/10/2025.
13	National Construction Authority (Amendment) Bill, 2025 (Senate Bill No. 15 of 2025)	Bill at second reading stage in the Senate.
