# 11. The Physical and Land Use Planning (Outsourcing of Professional Services) Regulations, 2021

·       These regulations provide a framework for the procurement of consultancy services related to physical and land use planning by planning authorities. These regulations are aimed at ensuring that professional services are delivered effectively and in compliance with established standards.&#x20;

·      The regulations outline the process for hiring registered and practising physical planners to offer intellectual, technical, or advisory services. These consultants are expected to adhere to the guidelines provided in the regulations.&#x20;

**Costing Elements:**&#x20;

The regulations also provide for the cost of provision of physical and land use planning services by the consultants. The costing should be based on:&#x20;

1. Costs related to publications and stakeholder workshops.&#x20;
2. Expenses for hiring planning department staff.&#x20;
3. Costs for procuring necessary tools such as computers, GPS devices, software, and setting up GIS laboratories.&#x20;
4. Costs for obtaining socio-economic data, and mapping information (satellite images, aerial photography, topographic data).&#x20;
5. Expenses for expert work sessions.&#x20;
6. Costs for preparing and distributing the final plan.&#x20;
7. Transport, daily subsistence allowances, airtime, and lunch allowances.&#x20;
