20. National Addressing Bill
Proposed bill to give effect to Part 2 of the 4th Schedule to the Constitution; to provide for among others, the establishment of the National Addressing Council and County Addressing Committees.

The National Addressing Bill establishes the National Addressing Council to oversee policy, coordination, and regulation of the National Addressing System. Further, it establishes County Addressing Committees to implement addressing systems, ensuring integration with county spatial plans, land registries, and service delivery.
It defines an address to include structured information (naming/numbering of streets, parcels, and buildings) that provides for easy identification and location of land and properties. The Bill provides for:
Address Data Integration- The Bill provides for the collection and management of core data, including: Parcel numbers and registration sections, road names, classes, and centre-lines, county and administrative boundaries, building units and complexes and geographical names and aerial imagery.
Link to Physical Planning: It supports the preparation of physical and land use plans by providing a standardised addressing framework and enhances the accuracy of cadastral records, titling, and land registration.
Harmonization of Systems: Ensures that national and county authorities use one coordinated addressing framework to reduce duplication and inconsistencies in land referencing.
