21. Nairobi City County Regularization of Unauthorized Development Act, 2025

The Act aims to establish a framework for the regularization of unauthorized developments within Nairobi City County that were constructed or initiated without the necessary approvals before.

Its primary goal is to align existing developments with county planning policies, enhance safety and compliance and prevent mass demolitions. It proposes the exclusion of developments on public land or areas reserved for utilities or environmental conservation. The Act also provides for the creation of a Regulatory Advisory Committee to oversee its implementation and introduces a structured process involving temporary amnesty, application, evaluation, and enforcement to manage and regularize such developments.
