Welcome to the Primary Transfer Toolkit. The toolkit is specifically designed to assist housing authorities with the primary transfer of subsidy properties to validated owners in delayed transfer projects.

This toolkit is presented in two parts

The Land Legal Toolkit focusses on the steps required to take the land to the state of having a general plan within the deeds office

The Beneficiary Administration & Transfer Toolkit sets out the steps for after the general plan is in place and the need is to provide title deeds to beneficiaries
